Cyprus Invoice Requirements: What Every Invoice Must Show

Cyprus invoice requirements explained: the EU rules behind every mandatory field, when to add reverse-charge wording, and how long to keep your invoices.

One missing line on an invoice — the customer's VAT number, the words "Reverse charge", a per-rate VAT breakdown — can undo a zero-rating or resurface in an audit a year later. Cyprus invoice requirements are not one fixed list: a core set applies to every invoice, and the transaction adds the rest.

What must every Cyprus VAT invoice include?

Eleven core particulars form the every-invoice checklist EU-wide, Cyprus included: issue date, sequential number, both parties' names and addresses, the VAT numbers, a description of the supply, the supply date if it differs, per-rate net amounts, the VAT rate, the VAT amount, and an exemption reference where relevant.

The source is Article 226 of the EU VAT Directive, and it contains no flat list of "mandatory fields": 18 individual particulars in total, of which 11 form the core set relevant to every invoice and seven switch on only for specific transactions . The core set:

  1. Date of issue
  2. A sequential number uniquely identifying the invoice
  3. Your VAT identification number
  4. Your customer's VAT number — when they are liable for the VAT (reverse charge) or receive an intra-EU supply
  5. Full name and address of both you and your customer
  6. Quantity and nature of the goods, or extent and nature of the services
  7. The supply date — where it differs from the issue date
  8. The taxable amount per rate or exemption, unit price and any discounts
  9. The VAT rate applied
  10. The VAT amount payable
  11. A reference to the exemption, where one applies

Even the core set flexes: several items apply only when triggered . Fixed field counts you see online compress this conditional structure into one list — and what drops out is usually a conditional item, like the differing supply date or the mandatory wording covered next.

When does your invoice need extra wording?

When the transaction itself changes the VAT treatment, the directive requires specific wording on the invoice. Bill an EU business customer who accounts for the VAT, and the invoice must carry the words "Reverse charge". Self-billing, cash accounting and margin schemes each trigger their own mandatory mention.

These are the transaction-dependent particulars of Article 226 :

  • "Reverse charge" — mandatory in exactly those words whenever your customer is liable to account for the VAT (Article 226(11a)) ; the everyday case for Cyprus freelancers invoicing EU business clients.
  • "Self-billing" — where your customer issues the invoice on your behalf .
  • "Cash accounting" — where a cash-accounting scheme makes the VAT chargeable on payment .
  • The relevant margin-scheme mention, details of a new means of transport, or tax-representative details — each in its specific case .

One distinction many guides blur: Article 196 decides who owes the VAT on a cross-border B2B service — your customer, under the reverse charge — while what the invoice must say comes from Article 226(11a) .

How does Cyprus invoice numbering work?

Every invoice needs a sequential number, from one or more series, that uniquely identifies it — Article 226(2) of the directive . In practice: an unbroken series, numbers issued in order, none skipped, none reused. A gap in the series invites questions in an audit.

The directive allows one or more series — a fresh series per year is common — but within each series the sequence must hold. The structural fix is numbering that lives in the system issuing the invoice, consumed only at finalize. When do you have to issue the invoice, and how long do you keep it?

It depends on where your customer is. For intra-EU B2B supplies under the reverse charge, EU law sets a hard deadline: the 15th day of the month after the month of supply. For domestic Cyprus sales, Cyprus sets its own cutoff — ask your accountant. Keep every invoice at least six years.

The cross-border rule is uniform EU-wide: for intra-EU supplies and for reverse-charge services to EU business customers, the invoice must be issued by the 15th day of the month following the month of supply (Article 222(1)) . Deliver in August; invoice by 15 September.

For purely domestic supplies, the directive leaves the deadline to each member state (Article 222(2)) . Cyprus sets its own domestic cutoff, and the figures circulating online aren't confirmed by a primary source we could verify — ask your accountant for the current rule.

Retention changed on 1 January 2026: Cyprus now requires books and records — invoices included — kept at least six years from the filing deadline or the actual filing date, whichever is later (law N. 243(I)/2025, Official Gazette No. 5070, 31 December 2025) . Older pages still cite seven or eight years; the enacted Gazette text says at least six .

Two dates for your routine

  • EU B2B reverse charge or intra-EU supply: issue by the 15th day of the month after the month of supply.
  • Keep every invoice at least six years from the filing deadline or actual filing date — the Cyprus rule since 1 January 2026.

Can you use a simplified invoice for small sales?

Yes, within limits EU law itself sets. Every member state, Cyprus included, must allow a simplified invoice with reduced content when the amount is €100 or less, and may raise that ceiling to €400. You may see €85 cited for Cyprus — that figure sits below the EU floor, so treat it with caution.

The floor is Article 220a: every member state must accept a simplified invoice up to €100, and may raise the ceiling to €400 (Article 238) . Cyprus's exact administrative threshold isn't confirmed against a primary source we could reach — and "€85" circulating online sits below the EU minimum, a reason to check with your accountant rather than repeat it .

The reduced content is fixed by Article 226b: issue date, identification of the supplier, the type of goods or services supplied, the VAT amount payable or the information to calculate it, and, for a document amending an earlier invoice, a reference to it and the changes . Member states may not demand more on a simplified invoice .

What happens if an invoice is missing a mandatory field?

Practical friction, mostly on your customer's side first. An invoice missing a required particular may not support the VAT treatment it claims: without the customer's VAT number, a reverse-charge invoice doesn't document why no VAT was charged; without a per-rate breakdown, your customer's input-VAT deduction rests on shaky paper.

The failure rarely shows at issue time: it surfaces when your customer's bookkeeper rejects the invoice, or when an auditor finds the words "Reverse charge" missing from a zero-VAT invoice a year later . Corrections — a credit note plus a corrected invoice — cost time and delay payment.

Is a PDF invoice legally valid in Cyprus?

Yes. EU VAT law treats an electronic invoice — a PDF sent by email included — as equivalent to paper, provided the recipient accepts it and you can ensure authenticity of origin, integrity of content and legibility. Ordinary business controls with an audit trail are enough; no electronic signature is required.

Article 232 makes electronic invoicing subject to the recipient's acceptance; Article 233 requires authenticity of origin, integrity of content and legibility until the end of the retention period — achievable through any business controls that create a reliable audit trail . An advanced electronic signature (based on a qualified certificate) or EDI is an example, not an obligation . The everyday setup — a PDF emailed to a willing customer, records kept on both sides — qualifies.
